Project Overview: 

The Association of the Local Democracy Agencies (ALDA) is a European non-governmental organisation supporting active citizenship and participatory democracy in all areas of local governance.  It is one of the major European stakeholders dealing with citizens' participation and human rights at the local, regional or European level. ALDA's main partners and members include local and regional authorities, civil society organisations, and universities.  There are now 12 Local Democracy Agencies throughout South East Europe and projects vary depending on the local needs and range from trans-border co-operation, youth or women empowerment and sustainable development to micro-credits and training on European integration.

The Association commissioned an EiB Associate to develop and implement a robust, consistent and transparent method of assessing the effectiveness of the Local Democracy Agencies in the field and to help them improve their performance.

Project Outcomes/Impact:

  1. The Association now has a 'tried and tested' methodology to assess the effectiveness of the Local Democracy Agencies notwithstanding they operate in different countries, under different legal systems and have different management structures;
  2. As a result of the peer review, two Local Democracy Agencies which were acknowledged to have operational difficulties now have key improvement plans in place with progress already having been made.
