CLIENT ASSIGNMENT:

Operational Assurance of Service Delivery in the Fire and Rescue Service

Project Overview:

CLG were responsible for developing and implementing a detailed review of the operational performance of all FRAs in England as part of the Comprehensive Performance Assessment of fire authorities.

Peer review was considered the appropriate methodology and secondees were sought from around the country to develop the assessment toolkit, design the inspection and report mechanism and carry out the assessments.

EiB was appointed to act as an assessment team leader and took a full part in all aspects of the process from preparation to completion of reviews. This included pilot visits to FRAs to ensure the process was robust; detailed analysis and alterations of the proposed toolkit for inspections; training and mentoring both team members and others involved in the process; development of the inspection protocols and then complete management of the operational review of seven FRAs.

Project Outcomes:

  • The assessment process was completed to timetable and a comprehensive report on notable good practice produced to support the ongoing development of FRAs operational performance.
  • There has been demonstrable improvement within many of the FRAs where EiB carried out the review.
  • FRAs in England are currently reporting the lowest levels of fire deaths and injuries for almost 50 years.
  • As a result of the success of this project, Operational Assurance, (OpA) of Service Delivery is to be used for further peer reviews in the near future.
