Project Overview:

As a partner with a long standing track record of supporting Balfour Beatty Infrastructure Services we were appointed to support the development the Connect Plus Strategic Partnership Venture bid to the Highways Agency for the widening, maintenance and operation of the M25 for the next 25 years.

As specialists in performance management and management systems we led the development of two key sections of the tender.  This involved:

  • Review of each partner organisation's approach to performance management and integrated systems management;
  • The development of a unique performance management system and a framework of performance measures/targets for all aspects of operation;
  • Developing a workable Integrated Management System model at a strategic level with links into each of the proposed operating companies;
  • Drafting each stage of the submission from initial storyboarding to the full and final copy of the submitted tender document;
  • Challenging the submission at various stages in a critical friend capacity.

Following their successful selection as 'provisional preferred bidder' we continued to support the Operations and Maintenance team in the development of the Integrated Management System; core processes; and supporting systems and procedures.

Project Outcomes/Impact:

  1. The Connect Plus Strategic Partnership Venture has been successful in becoming the preferred bidder for the M25 DBFO;
  2. A workable and inclusive performance plan and supporting proposals to ensure improved accountability and performance management of the contract has been developed;
  3. A joined up approach to the management and control of quality, safety, environmental and information systems within a fully integrated electronic based management system has been designed and is being implemented.
