The design; development; delivery and management of the Council's procurement process for Highways Maintenance Services, using Competitive Dialogue.

Project Overview:
EiB were commissioned to support Derby City Council in procuring a private sector partner, to deliver their Highways Maintenance Services over the next seven years. In order to draw on the private sectors expertise in the design of the future service; and to ensure that there was a strong cultural alignment between the Council and their partner, we advised the Council to use the newly introduced Competitive Dialogue process.
This was the first competitive dialogue based procurement process, in the UK, relating to Highways Maintenance services. We worked with the council to:
As part of the selection process we developed and ran a number partnership simulation exercises, to help assess cultural alignment between the Council and the potential partner organisations
We then worked with DerbyRoads to establish a robust Public-Private Partnership. Officers and key members were actively engaged in the process, with a heavy emphasis placed on skills transfer. As a result Derby City Council took clear ownership of the process and outcomes.
Outcomes/Impact:
1. Procurement was completed on time, below budget and represented best value for money
2. Strong cultural fit between the Council and the Contractor enabled efficient contract mobilisation , including all partnership structures and arrangements
3. Derby City Council took ownership of the process and outcomes .
