Project Overview:

Dudley MBC in responding to the challenges of Comprehensive Performance Assessments (CPA) and the Modernisation of Local Government identified the need to develop and implement a process of transformational change.  They recognised that this would be critical if they were to be confident in their ability to deliver services which represented value for money and met the needs of local people and local communities

EiB were commissioned to support the Council in the design, implementation and evaluation of the change process.  The Council's CEO and Directors wanted their organisation to embrace the principles of the EFQM Excellence Model and the transformational plan was built around the Model.  We worked closely with the Directors in developing the Council's new culture and subsequently with individual services to deliver significant improvements in performance.

Project Outcomes/Impact:

  1. Council rated through CPA as Good
  2. EFQM Excellence Model score increased by more than 75%.
  3. 100+ Managers became champions of change leading a wide range of improvement projects
