Project Overview:

As part of consultancy support to the Council as a whole, Excellence in Business was asked to act as a ‘critical friend’ for 5 Best Value Reviews within the Housing Department, one of which lasted for two years. The role involved training Review Team members in the review process;providing the team with consultation and benchmarking skills; attending Review Team meetings to challenge the processes, discussions and decision making; and offering advice and guidance on delivering service improvement. 

Following the outcomes of benchmarking activity as part of the reviews, the Housing Department wanted to establish a forum for sharing good practice between other local authorities and private sector contractors. Excellence in Business was asked to support this aim and we worked closely with the Department to create a Best Practice Club.  This involved designing the best practice events; developing content;and acting as a facilitator.

Project Outcomes/Impact:

1. The development of a robust Best Value Review Process for the Housing Department;
2. The creation of capacity within the Housing Department to conduct reviews through the training of Review Team members and external advice and guidance;
3. Improved levels of engagement from Housing tenants;
4. Improved efficiency and effectiveness of service delivery;
5. The creation of a Best Practice Club and two successful events hosted by Dudley Housing to share best practice.
