Project Overview:

As part of the council's commitment to modernising Herefordshire, they were seeking to appoint a partner with whom they could develop a long-term, Joint Venture based partnership, which would be committed to planning, managing and delivering their full range of commercial and highways services.

We were commissioned to facilitate the quality and cultural assessment of future suppliers/providers of commercial, highways construction and consultancy services.  The project involved developing:

• A range of impact focused assessment criteria;
• A suitable self-assessment toolkit to enable short-listed providers to outline their respective strengths and areas for improvement;
• Training and preparing a team drawn from the current service organisation and client team;
• Each shortlisted company was site visited, assessed against the pre-determined assessment criteria and a report was prepared for the Council identifying the most suitable providers;
• Facilitation and management of the development of the Partnership Board during the first year of the commission on behalf of the joint venture.

Beyond the first year we worked with the new JV to ensure that the partnership was both health and effective.

Project Outcomes/Impact: 

1. Two specialist partners were appointed, with clear plans outlining how the partnership would evolve during the mobilisation stages of the project;
2. The Council were highly satisfied with the cultural fit between themselves and their appointed partners;
3. Service delivery and efficiency improvements have been realised during the commission and the approach has been used as a model of good practice by other authorities and joint venture partners.
