Project Overview:

Excellence in Business were appointed to the Highways Agency's five year framework agreement to provide CAT Assessors.  The CAT assessment process was introduced by the HA in 2002 as the means of assessing the capability of the services offered by thirty-three major project and maintenance organisations to support the Agency in delivering its network operator role on motorways and major trunk roads in England.  Our assessors were trained by the HA and then appointed to act either as the Lead Assessor or a team member in carrying out capability assessments of either engineering or construction company supply chain members and report on the findings.  

Based on the EFQM Excellence model, the assessment process varied between 3-5 days and the outcomes of each assessment produced a score which subsequently enabled the HA to select those suppliers most capable of delivering best value solutions for the their requirements.

Project outcomes/impact:

  1. The successful completion of 16 CAT assessments;
  2. We supported the Highways Agency in selecting its key supply chain members;
  3. We were asked to participate in the development and improvement of the CAT process;
  4. We have received positive feedback from both the HA and individual suppliers about the quality of our assessment, report writing and feedback skills.
