CLIENT ASSIGNMENT: Business Case for Sub-Regional Leadership Development

Project Overview:

Following initial discussions between 9 Local Authorities and the Fire and Rescue Service in Staffordshire, the potential need was established for a new approach to the development of leadership skills for operational managers with responsibility for delivering Local Area Agreement targets. The assignment was to determine the feasibility and compile a business case for submission to the Staffordshire Chief Executives Group. We designed the approach; conducted structured interviews with Leadership Development practitioners and LAA/LSP Officers in each of the authorities; researched current leadership development practice; and evaluated options for accredited programmes available in the marketplace. A business case was presented to the Local Authority Steering Group.

Project Outcomes/Impact:

  1. Identified leadership development needs of each Local Authority in relation to delivering against LAA targets, with a focus on current and future challenges for LAA delivery and learning outcomes at individual, LAA and organisational level
  2. Delivered an evaluation of structure and methodology and key criteria for programme selection and evaluation
  3. Made clear recommendations on measures to maintain the future sustainability of the programme and funding investment and potential for engaging other Strategic Partners (e.g. Health and Police) in the programme
  4. The business case was well received by Improvement & Efficiency West Midlands as a comprehensive proposal and accepted by the project steering group for submission to the County Chief Executives Group
