Project Overview:

The scrutiny function in this London Borough was widely held by all members and senior officers to be failing and not producing results. Graham was commissioned to review the operation of the function and devise and implement a comprehensive Scrutiny Improvement Programme. 

The conclusion reached was that there was only one way to effect lasting change and that was to engage as many people in the process as possible in a comprehensive and open fashion. Graham devised and delivered a comprehensive programme of interactive workshops, training and mentoring. 

Project Outcomes/Impact:

1. All recommendations in the report to the Cabinet were adopted by full Council leading to a full and comprehensive reorganisation and refocusing of scrutiny;
2. A revitalised and effective Overview and Scrutiny function was embedded;
3. 'Backbenchers' were fully engaged in the process;
4. There was a greatly improved 'political' climate.
