Project Overview:

Following an adverse ‘Use of Resources Report’ by the Audit Commission in 2006, Newcastle Under Lyme BC was at risk of formal Audit Commission intervention as a potentially failing Council. They recognised the need to undertake a fundamental strategic review of the Council’s political & managerial structures; business processes; and services. EiB were commissioned by the Cabinet in the role of turn-round consultants. 

Following a comprehensive diagnostic and baselining exercise we provided detailed recommendations on the restructuring of the Council, which were approved by a full meeting of the Council. We then worked with the political leadership and, newly created, Corporate Board to develop and implement a comprehensive improvement plan over an eighteen month period.

Project Outcomes/Impact:

  1. As a result of the project the Council is no longer deemed at risk; and has moved its Use of Resource score from 0 to 2;
  2. The new organisational structure is embedded and delivering tangible improvements across a range of service areas.
