Project Overview:

Department of Environment, Transport and the Regions (later, the ODPM and DfT) had identified significant issues with the handling of identity based information, with similar information being held in many different corporate and local IT systems.  This created significant problems with the updating and currency of information - in many cases an individual member of staff just would not know that a system contained information that needed to be updated, and when a member of staff left the system managers might well not know.

The project fell into two parts:

  • a strategic review that looked at the issues, analysed the data and systems affected, considered the business process events that impacted the data, and constructed a strategic route map for the Department's future handling of identity information, and
  • the implementation of the strategy, including IT requirements capture, management of a competitive procurement process and client-side support during design, development, test and handover.

Project Outcomes/Impact:

  1. The "Corporate Information Infrastructure" system was rolled out into the 2 new Departments at the same time, separately branded, and integrating the identity information in each Department in tailored ways. 
  2. Users were given direct "floor walking" support during the first few days although in practice it was found that preparation before go-live had largely eliminated the need for this. 
  3. 3 separate strategic systems (Netware, Groupwise and PeopleSoft) were directly linked to the new system from the outset, with a principle of single entry or update of identify information.  A route map for the subsequent, progressive, adoption of other systems was also prepared. 
  4. The need for a large number of local directories of information was eliminated with substantial savings of effort and reduction of duplication. 
  5. Critical line of business activities (including public enquiry handling) were substantially improved in terms of speed and accuracy. 
  6. 4 years later, the system proved sufficiently resilient to cope with a further major changes in the Machinery of Government change.
