Project Overview:

Excellence in Business were commissioned to lead a capacity building project to undertake baseline assessments of the management development arrangements for the 13 partners authorities involved in this innovative Partnership.  The project involved working with each council and interviewing/surveying a cross-section of senior managers, middle managers and front line staff to assess the current arrangements and their actual/perceived effectiveness.  Baseline Assessment Reports were produced for each council and a summary of the key issues was produced for and presented to the Partnership Board. 

We were also commissioned to carry out a second project to conduct research into the best practice in management development evaluation. This involved consulting with the Partner authorities and developing a comprehensive Evaluation Framework with an emphasis on outcomes and impact as opposed to the more 'traditional' completion of activity.

Project outcomes/impact:

  1. A comprehensive Baseline reports on the current management development arrangements in 13 authorities, identifying best practice was produced;
  2. The effective engagement with all partners leading to greater cohesion of the Partnership Board;
  3. The production of an evaluation framework which has been successfully used to determine the effectiveness and impact of management development within individual authorities and across the Region.
