Project Overview:
Warwickshire County Council's Legal Services Department recognised the need to fundamentally review their organisation in order to respond to the challenges of delivering services to internal and external clients, which were focused on understanding and meeting their needs; and represented Value for Money. The service lacked leadership capacity; the ability to manage costs effectively; client focus; and effective performance management arrangements.
EiB were commissioned to support the Council in carrying a strategic review; developing a new business model focused on the customer and improved efficiency; the implementation of the change programme. We worked with the Department's management team to design and deliver a significant culture change programme, including team building; performance management; mentoring; coaching; and client care.
Project Outcomes/Impact:
1. Introduction of new organisation structure based on client focused teams;
2. Implementation of new financial and performance management systems, which reduced costs; increased efficiency and provided greater management control;
3. Managers and team leaders became champions of change leading a wide range of improvement projects;
4. Client Satisfaction improved by 15% in year 1.
