David has extensive experience in the political management of local government. He has been a Councillor for many years, having originally served from 1979-1991, and subsequently since 1999. He has chaired a number of committees and working parties and was elected as Vice Chair of the Council in 2003. In September 2004 he was elected to the office of Vice Chair of the Executive Committee and became the first Leader of the Council when the Council changed to the cabinet model in May 2006 and held that position until the Council was dissolved under Local Government Reorganisation in 2009. David is also a Member of Shropshire Council (where he is Vice Chair of the Health Overview & Scrutiny Panel) and the Shropshire and Wrekin Fire Authority (where he is Vice Chair).
Within the District Council he had specific responsibility for improvement and achieving 'excellence'. As part of this, David was instrumental in the introduction of the EFQM Excellence Model to drive up performance within North Shropshire. Prior to him taking up this role the Council had been ranked (for CPA) as the fifth worst performing council in the country, yet by the time the council was dissolved it had been transformed into the best performing District Council in Shropshire, the fourth best performing District Council in membership of SPARSE, and the tenth best performing District Council nationally. During the same period the Council went from a score of 1 for Use of Resources to a score of 3.
David is a trained Peer Assessor and has been involved in a large number of peer reviews for public sector organisations including the EFQM Model, CPA, People Management and Operational Assurance since 2003. David is also an accomplished trainer and workshop facilitator and has delivered a large number of training events on the subjects of Gershon, Workforce Development, Performance Management and Benefits Realisation in the last five years.
He is an Accountant by profession, having worked in private practice, industry, retailing and, from 1988 to 2000, he was the Company Secretary of a national Governing Body of Sport. He is now a (part-time) Finance Manager for a national charity and does freelance accounting and cost cutting work in and around his home location.
Outside work and his council commitments, David is keen to spend time looking after his garden. He is also an avid sports fan and regular traveller both around the UK and across Europe.
